About Samantha

I am a public policy and education strategy consultant. I specialize in helping organizations (everything from a local to a national level) expand their education-focused impact.


To get a little bit more detailed, I am an independent consultant working in education policy, community engagement, and program development. My career has been defined by transformative initiatives and strategic leadership in both the public and nonprofit sectors, including crafting and advocating for the passage of significant state legislation and budget allocations, as well as designing and leading innovative programs aimed at creating more equitable and accessible education systems. In 2017, I led the legislative effort to pass the Tennessee Reconnect Act, which allows nearly all adults in the state to attend community or technical college tuition-free. I’ve launched multiple statewide campaigns and programs to expand access to higher education and increase economic mobility.

In my previous roles as chief access & outreach officer at the Tennessee Higher Education Commission, senior director of strategic initiatives at the State Collaborative on Reforming Education (SCORE), and education policy advisor in the Office of former Tennessee Governor Bill Haslam, I built strong partnerships with stakeholders to inspire, influence, and develop public policy solutions.

Originally from Alabama where I grew up climbing trees and running around my grandparents’ peanut farm, I have a bachelor’s degree in public administration from Auburn University and a master’s in education from Vanderbilt University. I currently live in Charlotte, North Carolina, with my husband and two young children.
